If a source has house bills with blank or HELD Customs Cargo Status, confirming will append a dot to GoodsDescription for those active rows only, which triggers the downstream ACR send. This is allowed even when every active row is HELD. Only continue if you have verified the parcel has not been released, or you accept the risk of changing a scanned/released cargo report.
